Chief Executive Officer
Stephane Bouvier was appointed CEO of Severn Trent – North America, in July 2014, and has responsibility for the Operating Services business across the USA. Prior to his CEO appointment, in February 2012 Bouvier was named Senior Vice President and Chief Financial Officer of Severn Trent Services, Inc., and served on the Severn Trent Services Board of Directors.
Prior to joining Severn Trent, Bouvier served as European CFO for G4S Plc, a FTSE 100 company, and was a divisional finance director for Xchanging Plc, an international business process outsourcing company,
Born in France, Bouvier achieved a first class degree at the French School of Management (ESSCA) and a BA (Hons) degree in Accounting and Finance at the University of the West of England in Bristol. He subsequently qualified as a Chartered Accountant after joining Ernst & Young, one of the “big four” accountancy and advisory services firms.
Chief Financial Officer
John Freebody joined Severn Trent – North America as Chief Financial Officer in March 2015. John joined us from G4S, a world leader in Security Solutions where he performed the role of Regional Finance Director for Northern and Western Europe. He managed a portfolio of nine different businesses gaining extensive business process and transformation experience. Previously he has spent several years at Bunzl Plc, a FTSE 100 outsourcing and distribution business performing a variety of finance roles including European Financial Controller.
John is originally from London and studied Biological Sciences at the University of Warwick before embarking upon a career in finance. He qualified as a chartered accountant with Deloitte in 2003 before moving into industry and commerce.
Senior Vice President, Operations
William (Bill) Mertes is the Senior Vice President of Operations and Service Delivery for Severn Trent – North America, a position he has held since January, 2014. In this role, Mertes is responsible for the organization’s entire field operation, which stretches across 22 states.
Prior to joining Severn Trent, Mertes was Vice President and General Manager for Western Reserve Water Systems. He has held additional senior management positions with Siemens Water Technologies, Culligan International and USFilter Corporation. He began his career with the Dow Chemical Company. Bill holds a BBA in Marketing from the University of Wisconsin and an MBA from the Kellogg Graduate School of Management at Northwestern University.
Senior Vice President – Strategy and Market Development
Bill Malarkey joined Severn Trent – North America as Senior Vice President, Strategy and Market Development in January 2015. Prior to joining Severn Trent, Malarkey served in a variety of roles in the water industry, including a number of years heading the Water and Industrials investment banking practice at Boenning & Scattergood, Inc., and as Vice President, Corporate Development with American Water.
He has served as an Advisory Board Member for the Urban Water Council of the US Conference of Mayors and as Vice Chairman of the Water Institute of the National Council for Public-Private Partnerships.
Bill earned a Bachelor of Science in International Politics from Georgetown University School of Foreign Service, a Juris Doctor from Georgetown University Law Center, and a LL.M., International Law from Ruprecht-Karls-Universität, Heidelberg (Germany).
Senior Vice President – Business Development
In April 2015, Mark Halleman joined Severn Trent – North America as Senior Vice President, Business Development, and he is responsible for growth in the water and wastewater services sector. Mark has over 35 years of experience working in the municipal water business leading the development of public private partnerships and consulting services projects. Previously, Halleman was a Vice President with Parsons, one of the world's largest engineering and construction organizations developing large infrastructure and PPP projects; and, with IMG, a financial advisory and management-consulting firm supporting public and private infrastructure owners, investors and developers. He also spent 17 years with United Water where he directed the development of public-private partnerships with large municipal and private clients.
Mark earned a Bachelor of Science in Biology from Clarion University and throughout his career has been a key speaker at numerous educational and industry events and forums.
Shelly Azen, SPHR
Vice President – Human Resources
Shelly Azen joined Severn Trent – North America in April 2015 as Vice President of Human Resources. Prior to joining Severn Trent, Azen served as Vice President of Human Resources and Training for CubeSmart, a real estate investment trust operating more than 500 self-storage facilities across the U.S., and as Senior HR Leader at DaVita, Inc., a leading provider of kidney care in the United States.
Shelly earned a Bachelor of Arts in Sociology from the University of Pittsburgh and a Master of Arts in Human Resources Management and Industrial Relations from St. Francis College.
Vice President and General Counsel
Chris Turnbull joined Severn Trent in October 2012. He is Severn Trent – North America’s Vice President and General Counsel. Chris joined from Reckitt Benckiser Plc, a leading consumer goods and healthcare company where he was Vice President and General Counsel for Developing Markets. Previously, Chris held a variety of legal roles supporting the UK and European pharmaceutical and consumer healthcare businesses of Pfizer and Johnson & Johnson.
Chris was born in England and studied law at undergraduate and postgraduate levels at Cardiff University. He is a qualified lawyer in England and Wales and in the state of New York.
