Chickasha, Oklahoma WWTP Named Plant of the Year

The Oklahoma Water Pollution Control Association (OWPCA) has named the Chickasha (Okla.) Wastewater Treatment Plant the Medium Wastewater Plant of the Year for 2007.

The Chickasha project has been a successful long-term public-private partnership, requiring operation and maintenance of the City’s 4.5 mgd wastewater plant, 6 mgd water plant, groundwater system, industrial pretreatment program, nine lift stations, one booster pump station, one raw water pump station and landfill monitoring program for nearly 30 years. In this time, the City has realized approximately $2,000,000 in capital avoidance and operational savings.

In 1979, the City of Chickasha contracted with Severn Trent Services to address the compliance problems at the wastewater plant. From the outset of the partnership, Severn Trent mobilized to address the problems and, within one month, the plant’s operational problems were corrected and a maintenance program had been established. Over the last 30 years, the operational excellence achieved through the partnership has been recognized numerous times through awards received from OWPCA.

Key highlights of the partnership include:

  • Development of the state’s second approved industrial pretreatment program in 1983 and reauthorization 10 years later.
  • Development of a sludge management plan that saved the City more than $750,000 in capital expenses and an additional $100,000 in annual operations costs.
  • Provision of a technical evaluation of the local discharge limits, saving the City an estimated $50,000.
  • Installation of a dechlorination system that saved the City $90,000 over the engineer’s estimate.
  • Obtaining storm water permits for the City’s old landfill and airport sites following the implementation of the EPA’s storm water regulations in 1992.
  • Restoration of lift station service following floods in 1986 and 1987.
  • Ensuring constant water supply during an electrical outage in 1988.
  • Provision of safe drinking water following floods in 2000 that washed out the raw water line, requiring 15 days to repair.
