Florida Governmental Utility Authority Renews $74 Million
O&M Contract

The Florida Governmental Utility Authority (FGUA) has renewed its contract with Severn Trent Services to operate and maintain four water and wastewater systems owned by the FGUA for a term of five years. The $74 million contract, the largest executed by Severn Trent Services in the United States, began on June 1 and includes an additional five-year option.

The contract, an extension of a 2003 contract, has been expanded to encompass the Citrus, Poinciana, Golden Gate and Lehigh Acres systems, comprising 24 water treatment plants, 11 wastewater treatment plants, 63 water wells and more than 650 miles of water mains. Severn Trent will be responsible for operations and maintenance of each system’s water supply; wastewater collection, treatment and disposal systems; treatment and distribution services; and full customer service ranging from reading more than 54,000 meters to generating billing statements for more than 57,000 FGUA accounts.

In March, the Citrus County Board of County Commissioners approved the $30 million purchase of the Citrus Utility System from the FGUA, which originally purchased the system in 2003. “Our success in renewing this contract is a direct result of teamwork from all corners of the company, including business development personnel, our technical and support services groups, legal partners and senior management,” noted Dana Kaas, vice president, Contract Operations. “Our persistence clearly paid off.”

According to Joseph Graziose, vice president of Business Development, “This contract truly is a model for public-private partnership of this magnitude. In the end, it is the customers who will benefit from this unique partnership.”
