C2C - Coast to Coast Water Services
UK non-regulated water and wastewater operations

Coast to Coast Water Ltd and C2C Services Ltd are companies established by Severn Trent and Costain. The initial focus was the provision of services to the UK Ministry of Defence (MOD); C2C Services Ltd now provides a full range of water and wastewater operation, maintenance, design and build services anywhere in the country for public and private sector clients.

Since March 2005, C2C has been delivering water and wastewater services to more than 1,500 MOD sites throughout half of England from the Scottish border to the English Channel. This is Package C of the MOD’s Project Aquatrine. It was winner of the Global Water Intelligence deal of the year award, runs for a term of twenty-five years and is the largest water and wastewater PFI to be awarded in Europe.

Services to the MOD include:

  • Delivering the water and wastewater services;
  • Operating and maintaining the water and wastewater assets (which are leased to C2C for 25 years);
  • Sampling of water and wastewater quality to ensure standards are met;
  • Planning and implementing a significant investment programme;
  • Leakage detection and repair and pollution control;
  • Responsibility for discharge consents, abstraction licences and environmental compliance;
  • Invoicing and payment processing of MoD customers;
  • Management, optimisation and payment of all water bills from the Statutory Undertakers.

C2C’s expertise includes:

  • Asset operations - undertaking the operations of all water and wastewater assets;
  • Routine maintenance - optimising operations and maintenance across large geographical areas;
  • Environmental control - dealing with consents and taking full responsibility for environmental compliance;
  • Achieving cost savings - year on year by identifying spend to save initiatives and targeting efficiencies;  
  • Sludge management – managing tankering operations and optimising processes to reduce volumes;
  • 24/7 Service - routine and emergency work dealt with through a 24 hour, 7 days per week, 365 days per year helpline;
  • Asset Management – implementing Capital Investment programmes (design and construction);
  • Metering & leakage – managing meter installation and leakage detection and repair programmes;
  • Utility and Demand Management – holistic approach to reduce water utility costs:
